Pods in headlights and DRLs

Not sure on the going rates for retrofitted headlights but sold a set of wheels to a guy in my area and he texted me telling me about some lights he made and could make me a set for $650,, seems a little steep to me for what I feel like is spray paint and china pods and putting a set of headlights in the oven,

There's no leds or anything would these even be hard to make ?

Don't think it's even legal to run led cubes in your low beams haha and retrofits aren't difficult at all, just time consuming to make sure everything is perfect.

one day LED headlights will be mainstream but until then stop jamming pods and 6" bars into headlights
