NBS Tahoe bumper rusting :\

alright so this chick im talking to has a 03 tahoe z71 and the front bumper is rusting, at first i had told her she could get some 0000 steel wool and some chrome polish and use that (speaking from experience used and worked on my dads 69 charger bumpers)

anyway i thought it was originally chrome which is why i suggested what i did, but it turns out she said it was originally black from when her dad bought the bumper at a junkyard.

Any idea how to remove the rust and make it look better? Its just the center piece not the plastic top cover piece or the lower valance.

sand down with 80-120 to remove heavy rust, use naval jelly with steel wool to take it back to bare metal, then prime and paint.

hmm where could i get that naval jelly and what will it do? give the steel wool some lubrication?

any certain type of paint to use and im not to experienced with using clear any suggestions?
 
Where can i get the naval jelly? and on the painting and priming and clearing, ive never worked with the clear coat so i am not to familiar with it, the only paint experience i have is a couple small spots un noticeable that i just sanded and used auto primer on which ya cant see, and on my old old honda i used auto primer and just sanded and primered it and left it alone........now that i look at it, it wasnt such a good job lol.
