i would remount the rear tire and try to get it stretched to the bead.
putting a ratchet strap around it will force it to push out. and lots a lube is needed

The only thing I can think of is because The tire isn't stretched all the way to the rim.
But mine isn't as bad but isn't flush either.

Ha damn didn't know anyone else on here was into the Ruckus. These things were everywhere when I lived in Japan. I have a bunch of Ruckus parts sitting on a shelf in my basement.
